DOT is seeking a procurement professional to serve as Procurement Analyst 3 in the Agency Chief Contracting Officer's (ACCO) Office. Manage the contractors’ compliance and the goals for contracts with various funding sources (City, State, Federal), enforcing Procurement Policy Board (PPB) rules, and ensuring compliance with specifications and other rules and regulations. Monitor and oversee the implementation of Minority and Women-Owned Business Enterprise (M/WBE) and Disadvantaged Business Enterprise (DBE) programs on DOT contracts, to ensure those subcontractors committed by prime contractors in response to a contract goal are factually used and performing useful functions on projects funded through various sources. Monitor additional contracts that are based on grant agreements with various federal or other city agencies, confirming compliance with specific rules and regulations of various grantors and recommending solutions when issues appear. Review and analyze contractors' and subcontractors' documents to ensure conformity with the specifics and the requirements of contracts, and compliance with PPB rules, and City, State, and Federal rules. Communicate with all stakeholders on procurement related matters, draft memos and prepare summary reports with findings. Utilize various Citywide and agency systems to perform the tasks. Conduct field visits to interview contractors and subcontractors for compliance, including nighttime shift work. Collect and review information during audits, to ensure agency meets audit requirement consistent with 2CRF200. Attend bid openings and meetings with contractors for guidance on compliance issues. Utilize reliable research systems to provide critical information to various sources of inquiry (auditor, Department of Investigation, Small Business Services, and others). Perform other tasks equivalent to the Procurement Analyst 3 title.

ANALYST CIVIL SERVICE EXAM# 1194, AND BE REACHABLE ONCE LIST IS ESTABLISHED OR, BE ELIGIBLE UNDER THE 55-A PROGRAM ***
1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or
3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or
4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.
SPECIAL NOTES:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.
Knowledge of contract compliance procedures, and applicable rules and regulations, in public sector. Ability to communicate effectively in verbal and written form. A driver’s license valid in the State of New York, and the ability to drive DOT vehicle. This license must be maintained during the duration of employment in DOT. Willingness to work flexible hours (including nighttime when assigned) is preferred.
