TASK FORCE: FEMA Disaster Recovery and Homeland Security Grants

UNIT: Closeout

JOB TITLE: Two (2) Assistant Analyst / Analyst / Senior Analyst

SUMMARY:

The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of more than 90 City agencies and entities.

Within OMB, the Federal and State Grant Monitoring Task Force works with City, State, and Federal agencies to help New York City recover from the devastation of Superstorm Sandy. Within OMB, the FEMA Disaster Recovery Task Force works with City, State, and Federal agencies to help New York City recover from the devastation of Superstorm Sandy. Within the FEMA Disaster Recovery Task Force, the Compliance and Monitoring Unit acts as an independent review and evaluation body that is responsible for monitoring City agencies’ compliance with applicable Federal, State, and City rules and regulations. Additionally, the Monitoring & Compliance Unit oversees all grant closeout activities.

Please note that this is a grant-funded position. Your term of employment is dependent upon the availability of grant funding, but it is expected to be at least four years.

JOB DESCRIPTION:

The duties of the position include the following activities:

- Support the FEMA PA grant closeout process by reviewing closeout packages and documentation for submission to Agencies, New York State DHSES, and FEMA

- Assist in tracking progress and producing reports

- Work with City, State, and FEMA stakeholders to ensure documentation is reviewed and approved in a timely manner

- Collect, upload, and review documentation collected through and following closeout

- Keep track of Requests for Information (RFIs) received from NYS DHSES and FEMA and also assist with performing research needed to address the RFI

- Assist in closeout assessment and reconciliation tasks, as needed

- Be able to utilize the Grants Management System (GMS) and Closeout Management System (CMS)


Minimum Qualifications

1. A baccalaureate degree from an accredited college.


Preferred Skills

QUALIFICATIONS: - Strong quantitative skills and attention to detail. - Ability to work effectively with moderate supervision. - Excellent interpersonal skills and outstanding written and oral communication abilities. - Interest in learning about FEMA and NYS regulations and policies. - Ability to maintain working relationships with staff, City officials, government agencies, etc. - Must possess strong computer technology skills including advanced skills with Microsoft Office software and ability to quickly learn new software. - Experience cataloguing and managing documentation is preferred.
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
