JOB TITLE: Assistant Analyst / Analyst / Senior Analyst

SUMMARY:

The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.

The Capital Eligibility Review Unit is a unit within OMB’s Counsel’s Office. Counsel's Office provides legal advice and representation with respect to the City’s budget process, debt issuance program, financing of capital projects, contracting and procurement, legislation, and general legal matters. The Capital Eligibility Review Unit is responsible for reviewing City capital projects for compliance with federal, state, and local laws and accounting requirements. This review is part of the City’s $15 Billion capital program and ensures that such projects are eligible to be funded through the issuance of municipal bonds and the City’s capital budget (capital eligibility).


JOB DESCRIPTION:

The duties of this position encompass the following:
- Become an expert on the subject matter of capital eligibility including the federal, state, and local laws and accounting requirements governing the use of City capital funds (bond proceeds) for capital projects.
- Train & work closely under the supervision of an experienced analyst to review capital projects for capital eligibility including:
a) Reviewing detailed narrative scopes of work and cost breakdowns.
b) Applying knowledge to determine whether projects comply with laws and regulations.
c) Communicating official capital eligibility determination to the OMB taskforce and agency.
d) Working closely with agency taskforces within OMB.
e) Collaborating with Counsel’s Office attorneys.
f) Sharing responsibility of a portfolio of multiple City agencies.
- Review applications for capital grant funding from elected officials for not-for-profit organizations as part of the annual budget appropriation process (CapGrants).
- Work on approved non-City capital grant projects.
- Become familiar with and utilize the City’s Financial Management System (FMS).
- Maintain files, update logs and other administrative tasks as required.


Minimum Qualifications

1. A baccalaureate degree from an accredited college.

PREFERRED SKILLS / QUALIFICATIONS: - Strong written and spoken communications skills, with demonstrated ability to effectively communicate and explain complex ideas to people with varying degrees of familiarity with the subject matter. - Strong analytical skills with a demonstrated attention to detail. - Organizational aptitude with the ability to manage multiple, often-competing priorities, calmly and proficiently while adhering to strict deadlines. - Ability to work independently with minimal oversight while also collaborating with peers on a regular basis. - Interpersonal skills and the ability to maintain working relationships with Counsel’s office staff, OMB taskforces and agency staff. - Proficiency with Microsoft Outlook, Word, and Excel is required. Basic knowledge of Access a plus. - Background and / or demonstrated interest in public service.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
