NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Finance Information Technology (FIT) Division designs, builds, and supports all facets of DOF’s computer systems, including hardware, software, applications, infrastructure, telephone, and data security. FIT delivers and administers tax-related payment programs for the City of New York by providing the information technology solutions needed to achieve its mission of collecting revenue while ensuring an efficient and improved customer experience. FIT is also responsible for the systems and websites which enable citywide payments, land records, property assessment, parking adjudications, customer service, and the Sheriff’s public safety work.

The Finance Information Technology (FIT) Division is seeking a talented AI & Bot Developer to partner with business and technical stakeholders to introduce intelligent automation in a strategic way to the operations and customer service units that will be best served by this innovative technology. Whether our business requirements call for AI-assisted optical character recognition (OCR) or Robotic Process Automation (RPA) or Conversational Voice Bots or a hybrid solution, this software developer will be fluent in the relevant technology and poised to build an expert implementation. This position will work in an enterprise way, seeking resilient solutions that will scale and benefit many use cases across DOF in support of organizational requirements. To achieve this, in addition to an impressive software development background, the successful candidate must have the excellent interpersonal skills necessary to articulate the value proposition of adding responsible AI and intelligent automation to a solution.

The AI & Bot Developer's responsibilities and duties will include, but are not limited to the following:

- Develop and maintain AI-driven intelligent automation, including conversational voice bots, chatbots, virtual assistants, OCR, and RPA, to meet the needs of DOF business operations and customer service.
- Integrate customer-facing and back-office systems with the voicebot or chatbot process for the web, telephone, or text communications to ensure efficient, supported end-to-end user experience.
- Support the ongoing training, enhancement, and quality control of chatbots post-production to ensure that they work as designed and remain relevant to operational and customer service needs.
- Create and maintain documentation relevant to all intelligent automation implementations.
- Work with other developers to lead the seamless integration of AI technologies across platforms.
- Serve as an in-house expert on all existing and forthcoming components of intelligent automation - including OCR, RPA, AI, Natural Language Understanding, and Bot technology - to ensure they are considered wherever relevant as either a complement to existing systems or to spin up new solutions to meet business requirements.
- Collaborate with business and technology leaders, stakeholders, engineers, and analysts to understand strategic business initiatives and contribute to the team's creation of enterprise, scalable, and sustainable solutions which leverage foundational architecture.
- Develop standards and policies to guide DOF's use of intelligent automation in a way that complies with the City of New York's emerging policy and standards, and aligns with DOF's mission.
- Research emerging intelligent automation solutions to identify new ways to enhance operations.
- Work closely with the Enterprise Architect, DOF Cyber Security, and IT Operations on an ongoing basis to ensure that new and existing builds are evaluated carefully for vulnerabilities that may compromise performance, security or efficiency.
- Support technical communications, cyber security, and change management activities with the Office of Technology and Innovation (OTI) and other agencies as required.


Minimum Qualifications

(1) A baccalaureate degree from an accredited college, including or supplemented by twenty-four (24) semester credits in computer science or a related computer field and two (2) years of satisfactory full-time software experience in designing, programming, debugging, maintaining, implementing, and enhancing computer software applications, systems programming, systems analysis and design, data communication software, or database design and programming, including one year in a project leader capacity or as a major contributor on a complex project; or
(2) A four-year high school diploma or its educational equivalent and six (6) years of full-time satisfactory software experience as described in “1" above, including one year in a project leader capacity or as a major contributor on a complex project; or
(3) A satisfactory combination of education and experience that is equivalent to (1) or (2) above. College education may be substituted for up to two years of the required experience in (2) above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. A masters degree in computer science or a related computer field may be substituted for one year of the required experience in (1) or (2) above. However, all candidates must have a four year high school diploma or its educational equivalent, plus at least one (1) year of satisfactory full-time software experience in a project leader capacity or as a major contributor on a complex project.
NOTE: In order to have your experience accepted as Project Leader or Major Contributor experience, you must explain in detail how your experience qualifies you as a project leader or as a major contributor. Experience in computer operations, technical support, quality assurance (QA), hardware installation, help desk, or as an end user will not be accepted for meeting the minimum qualification
requirements.
Special Note
To be eligible for placement in Assignment Level IV, in addition to the Qualification Requirements stated above, individuals must have one year of satisfactory experience in a project leader capacity or as a major contributor on a complex project in data administration, database management systems, operating systems, data communications systems, capacity planning, and/or on-line applications programming.


Preferred Skills

- 5 - 7 years of software development experience. - 3+ years of similar or related software development experience with intelligent automation. - Strong industry and technical fluency in AI, chatbot, OCR, and RPA technologies. - Proven ability to configure and extend COTS software and to develop custom software using a variety of languages such as Java, C#, C++, SQL, and to create stored procedures. - Cloud computing experience on Azure and AWS platforms. - Hands on experience writing APIs and extracting data from a system to feed to a voice bot, chatbot or virtual assistant. - Professional experience with implementing and supporting conversational AI (voice bots, chatbots, virtual assistants. etc.), ChaptGPT and other cutting-edge language models. - Strong understanding of natural language processing (NLP) techniques and machine learning algorithms. - Excellent analytical skills to perform system design, analytics, and problem solving and to assess the impact of changes on the business, application relationships, and information flow. - Strong modeling and graphical skills required to clearly communicate graphically a representation of how the proposed IT solution will function within the enterprise. - Ability to collaborate equally well with technical and non-technical staff. - Possess excellent verbal and written consultative 360 degree communication skills with proven success aligning executive, senior managers, and technical counterparts effectively to a new solution. - Outstanding leadership and planning skills with the ability to demonstrate strong professional problem-solving abilities and the focus to drive projects to on-time completion. - Past experience developing solutions using Microsoft Dynamics 365, RPA, Zammo, Power Automate, Documentum, and Intelligent Capture, is a strong plus - Past experience working in hybrid environments with mainframe, on premise, and cloud computing hybrid application infrastructure is a plus. - Experience working with financial technology is a strong plus - Public sector and/or NYC Agency experience is a strong plus.
