SBS seeks an experienced procurement professional to serve as the Agency Chief Contracting Officer (ACCO). The ACCO serves as the senior authority responsible for the oversight, management, and integrity of all procurement and contracting activities within the agency. The ACCO ensures compliance with applicable laws, regulations, and policies while promoting transparency, fiscal accountability, and operational efficiency. This role provides strategic leadership for procurement operations and advises executive leadership on contracting matters.

Key Responsibilities:

Strategic Leadership & Oversight

-Lead and manage all agency procurement and contracting operations.

-Develop and implement procurement strategies aligned with agency goals and regulatory requirements.

-Serve as the agency’s primary authority on procurement policy, contract administration, and compliance.

-Advise executive leadership on contracting risks, opportunities, and best practices.

Procurement & Contract Administration

-Oversee the solicitation, evaluation, negotiation, award, and administration of contracts.

-Ensure competitive, fair, and transparent procurement processes.

-Review and approve complex, high-value, or high-risk procurements and contract modifications.

-Monitor contract performance and ensure vendor compliance with terms and conditions.

Compliance & Risk Management

-Ensure adherence to all relevant procurement laws, rules, and regulations (e.g., local, state, and federal requirements).

-Develop internal controls to mitigate procurement and contracting risks.

-Coordinate audits and respond to oversight inquiries.

-Maintain accurate procurement records and reporting systems.

Policy Development & Process Improvement

-Draft, implement, and update procurement policies and procedures.

-Identify and implement process improvements to enhance efficiency and accountability.

-Promote supplier diversity and equitable contracting practices, where applicable.

Supervision & Team Leadership

-Supervise procurement and contract management staff.

-Provide training, guidance, and professional development opportunities.

-Foster a culture of integrity, accountability, and customer service.

Stakeholder Engagement

-Serve as liaison with oversight bodies, legal counsel, vendors, and program managers.

-Provide procurement guidance to agency divisions and project managers.

-Represent the agency in procurement-related meetings, hearings, and negotiations.

Minimum Qualifications

1. A baccalaureate degree from an accredited college or university and four years of full-time, satisfactory, professional experience in purchasing, procurement, contract administration or related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or

2. Education and/or experience equivalent to that described in "1" above. However, all candidates must have the eighteen months of supervisory, administrative, managerial or executive experience as described in "1" above.

SPECIAL NOTE:
Possession of the Certified Public Purchasing Officer (CPPO) certificate issued by the National Institute of Government Purchasing may be substituted for up to one year of the required experience described in "1" above. However, all candidates must have the eighteen months of supervisory, administrative, managerial or executive experience as described in "1" above.


Preferred Skills

-Minimum of 7–10 years of progressively responsible experience in procurement, contracting, or public administration. -At least 3–5 years in a supervisory or management role. -Experience with public sector procurement strongly preferred. -Extensive knowledge of procurement laws, regulations, and best practices. -Understanding and knowledge of New York City PPB Rules -Ability to manage a wide range of matters simultaneously in a fast-paced environment. -Excellent working knowledge of PASSport and FMS and ability to train staff in using such systems.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
