Job Description

The Agency Chief Contracting Officer (ACCO)/Administrative Services Officer, under the direction of the Deputy Commissioner for Administration, with broad latitude for independent and un-reviewed judgment, action and decision-making, will be responsible for directing and managing agency procurement functions in accordance with the New York City Charter and Procurement Policy Board Rules (PPB). Responsibilities include, but are not limited to:

- Directing and managing agency procurement activities involving the acquisition of all goods and services. This includes the direct management of the Contracts/Procurement staff in daily activities; reviewing work of subordinates for effectiveness, efficiency and compliance with established rules and guidelines.
- Directing the procurement and contract award and administration process, including preparation and issuance of specifications; solicitation of competitive and non-competitive bids and proposals; evaluation of bids and proposals and awarding of contracts; negotiation of terms and prices with contractors; approval of contracts contract changes and modifications; processing of small purchases; formulation of required documentation; contract registration; and monitoring the performance of contractors.
- Assuring that the planning and implementation of agency procurement activities is in compliance with program requirements and all relevant rules and regulations.
- Assuring that all contracts actions are entered in the Automatic Procurement Tracking System (APT).
- Interacting with the Mayor’s Office of Contracts (MOCS) Chief Procurement Officer and other MOCS staff.
- Advising the Commissioner’s Cabinet with respect to public hearings and other procurement related matters.
- Holding pre-bid conferences and responding to vendor inquiries.
- Exercising prudent judgment rendering responsiveness and responsibility determinations.
- Informing the Commissioner’s Cabinet of delays in delivery of goods/services that might impact agency operations.
- Working directly with oversight agencies to ensure approval of contracts in a timely manner.
- Tracking all contracts to ensure timely and proper review, approval and registration.
- Coordinating all Procurement Related issues of the various offices/units
- Ensuring Contract Management files are in accordance with the PPB Rules.
- Performing post-audit activities of DOP areas, which are, delegated certain contracting authority.
- Performs other special troubleshooting duties in the procurement area assigned.


Minimum Qualifications

1. A baccalaureate degree from an accredited college or university and four years of full-time, satisfactory, professional experience in purchasing, procurement, contract administration or related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or

2. Education and/or experience equivalent to that described in "1" above. However, all candidates must have the eighteen months of supervisory, administrative, managerial or executive experience as described in "1" above.

SPECIAL NOTE:
Possession of the Certified Public Purchasing Officer (CPPO) certificate issued by the National Institute of Government Purchasing may be substituted for up to one year of the required experience described in "1" above. However, all candidates must have the eighteen months of supervisory, administrative, managerial or executive experience as described in "1" above.


Preferred Skills

- Extensive knowledge of Chapter 13 of the City Charter, the rules of the Procurement Policy Board, FMS (Financial Management System) and Vendex. - Advanced experience with managing procurement data and processes across multiple IT System. - Knowledge of the Automatic Procurement Tracking (APT) System. - Must have directly related NYC experience in agency contract administration. - Excellent oral and written communication skills. - Advanced analytical, evaluative, and objective critical thinking skills. - Exceptional interpersonal skills and the ability to interact effectively with Executive management. - Ability to perform complex tasks and handle multiple projects independently.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
