The New York City Housing Authority (NYCHA) is the nation’s largest public housing authority, providing affordable housing and rental assistance to more than 500,000 low- and moderate-income New Yorkers through its public housing and Section 8 programs. With more than 12,600 employees, NYCHA maintains and manages hundreds of public housing developments.

The General Litigation Division represents NYCHA and its employees in matters before federal and state courts and administrative agencies, with a heavy emphasis on matters involving claims of discrimination (based on gender, race, age, etc.) brought by employees or tenants. The General Litigation Division also litigates systemic challenges to NYCHA’s policies and procedures, monitors compliance with court-ordered stipulations, and handles appeals from Employee Disciplinary determinations (including demotions, suspensions, terminations).

Responsibilities include, include, but are not limited to the following:

1. Investigate and prepare answers and position statement responding to housing and employment discrimination charges filed with the New York State Division of Human Rights, City Commission on Human Rights, U.S. Equal Employment Opportunity Commission, and U.S Department of Housing and Urban Development.
2. Litigate employment and fair housing matters having significant legal, policy, or financial implications in state and federal courts (other than housing court), including fact investigation, discovery, motion practice, trial, and appeal.
3. Try matters before administrative law judges.
4. Recommend settlement of matters; negotiate and draft settlement/conciliation agreements.
5. Respond to communications and notices regarding potential litigation matters.
6. Perform other related duties.

Note: The selected candidate is required to maintain confidentiality regarding all NYCHA proceedings.

those of a supervisor/reviewer; three professional or academic references, listing their professional association and the circumstances under which they became familiar with the candidate's
professional skills; a copy of law school transcript; provide current and/or minimum salary requirements.
2. NYCHA employees applying for promotional, title or level change opportunities must have served a period of one year at current location and in current title and level (if applicable).

Minimum Qualifications

1. Admission to the New York State Bar; and either "2" or "3" below.
2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or
3. Six months of satisfactory service as an Agency Attorney Interne (30086).
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
In addition to meeting the minimum Qualification Requirements:
To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.


Preferred Skills

1. Qualification for admission to the United States District Courts for the Southern and Eastern Districts of New York, and the Court of Appeals for the Second Circuit. 2. Knowledge of EEO, housing, and employment laws, including Title VII of the Civil Rights Act, Age Discrimination in Employment Act, Americans With Disabilities Act, Family Medical Leave Act, Rehabilitation Act, Fair Housing Act, Housing Act of 1937, New York State Executive Law, Civil Service Law, and New York City Administrative Code. 3. Strong legal analysis and writing skills and the ability to conduct thorough factual investigations, research applicable law, conduct legal analysis and evaluate the strengths and weakness of a matter.
