The NYCHA Law Department’s Legal Counsel Division provides legal advice to the agency in formulating and implementing policies and procedures and provides support to NYCHA departments by researching a host of legal issues affecting their operations. The Legal Counsel Division also analyzes and provides legal advice on federal, state, and local law and rules and regulations affecting the agency.

NYCHA has the largest Section 8 program in the U.S. This position involves the provision of legal advice to the agency regarding all aspects of the Section 8 program. Legal work includes agency-wide as well as Section 8-specific advice and counsel.

Responsibilities of the Agency Attorney Interne include, but are not limited to, the following:

1. Analyze proposed and existing federal, state, and local laws, regulations, and rules.
2. Collaborate with other NYCHA departments in the preparation of policies, procedures, and notices affecting the Agency’s operations.
3. Coordinate with NYCHA departments to implement the transition of certain public housing developments to the Section 8 program; legal focus includes relocations, Rental Assistance Demonstration Program, and other pertinent laws and regulations.
4. Provide legal advice in connection with implementation of Section 8 or Section 8-related pilot programs and other initiatives.
5. Legal research and writing.
6. Perform other related duties.

Note: The selected candidate will be required to maintain confidentiality regarding all NYCHA proceedings.

1. This position may be eligible for a two-day per week work from home option.

Candidates must also provide two writing samples representing the candidate’s efforts, not those of a reviewer; three references, listing their professional association and the circumstances under which they became familiar with the candidate’s professional skills; and a copy of the candidate’s law school transcript.
3. Salary level depends upon qualifications and experience.

Minimum Qualifications

Graduation from an accredited United States law school as defined in the Rules of the New York Court of Appeals (Sections 520.3 or 520.5) or admission to the New York State Bar.


Preferred Skills

1. Strong legal analysis, research, writing, and verbal skills. 2. Strong interpersonal and organizational skills. 3. Ability to work independently and in team settings to produce high-quality, timely legal work. 4. Ability to work quickly and efficiently under pressure. 5. Familiarity with housing laws and regulations, affordable housing, real estate, administrative law, or legislative and rulemaking processes desirable. Experience in laws and regulations governing the public housing or Section 8 programs is a plus.
