Job Description

The NYCHA Law Department’s Legal Counsel Division provides legal advice to the agency in legislative, regulatory, and compliance matters and other initiatives. The unit assists the agency in formulating and implementing policies and procedures and provides support to internal business partners by researching a host of legal issues affecting their operations. The Division also responds to requests under the Freedom of Information Law (FOIL) and to non-party subpoenas and assists in responding to investigations and other inquiries.

This position focuses on legislative and policy issues affecting the Leased Housing Department, which administers NYCHA’s Section 8 housing assistance program, as well as on agency-wide issues. It also involves responding to Section 8-related FOIL requests, subpoenas, and other inquiries.

Responsibilities of the Agency Attorney Intern include, but are not limited to, the following:

1. Analyze proposed and existing federal, state, and local laws, regulations, and rules to determine their effects on the Section 8 program and to assist in implementation.
2. Collaborate with internal partners in the preparation of policies and procedures affecting the agency’s operations, including those of the Leased Housing Department.
3. In collaboration with and under the direction and oversight of the Deputy General Counsel and the Chief of Policy, develop and enhance the legal expertise of the unit’s attorneys with respect to the Section 8 program.
4. In collaboration with the Records Access Officer and others in Legal Counsel, work with business units to respond to Section 8-related FOIL requests, third-party subpoenas, and other inquiries.
5. Motion practice as needed.
6. Perform other related duties.

Note: The selected candidate will be required to maintain confidentiality regarding all NYCHA proceedings.

Minimum Qualifications

Graduation from an accredited United States law school as defined in the Rules of the New York Court of Appeals (Sections 520.3 or 520.5) or admission to the New York State Bar.

Ability to define and address factual and legal issues in a clear and concise fashion, in writing and verbally. 4. Ability to work quickly and efficiently under pressure. 5. Familiarity with housing laws and regulations, particularly public housing, Section 8, and other affordable housing. 6. Administrative law, policy, or legislative background or experience. 7. Familiarity with statutory interpretation and with analyzing statutory and regulatory text and provisions. 8. Ability to work effectively in team setting. 9. Ability to work independently.
