Job Description

The NYCHA Law Department’s Legal Counsel Division provides legal advice to the agency in legislative, regulatory, and compliance matters and other initiatives. The unit assists the agency in formulating and implementing policies and procedures and provides support to internal business partners by researching a host of legal issues affecting their operations.

This position focuses on legislative, policy, and privacy issues affecting the Leased Housing Department, which administers NYCHA’s Section 8 housing assistance program.

Responsibilities of the Agency Attorney III include, but are not limited to, the following:

1. Analyze proposed and existing federal, state, and local laws, regulations, and rules to determine their effects on the Section 8 program and to assist in implementation.
2. Collaborate with internal partners in the preparation of policies and procedures affecting the agency’s operations, including those of the Leased Housing Department.
3. Coordinate with agency partners to implement the transition of certain public housing developments to the Section 8 program under federal and state programs, including legal analysis of relevant laws and regulations and legal advice on various aspects of transition.
4. Perform other related duties.

Note: The selected candidate will be required to maintain confidentiality regarding all NYCHA proceedings.

Minimum Qualifications

1. Admission to the New York State Bar; and either "2" or "3" below.
2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or
3. Six months of satisfactory service as an Agency Attorney Interne (30086).
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
In addition to meeting the minimum Qualification Requirements:
To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.


Preferred Skills

1. Strong legal analysis, research, writing, and verbal skills. 2. Strong interpersonal and organizational skills. 3. Ability to work independently and in team settings to produce high-quality, timely legal work. 4. Ability to work quickly and efficiently under pressure. 5. Familiarity with housing laws and regulations, affordable housing, real estate, administrative law, or legislative and rulemaking processes desirable. Experience in laws and regulations governing the Section 8 program is a plus.
