Job Description

The Policy Unit is located within the NYCHA Law Department’s Legal Counsel Division and provides legal advice to the agency in legislative, regulatory, procedural and compliance matters and other initiatives. The unit assists the agency in formulating and implementing policies and procedures and provides support to the agency by researching a host of legal issues affecting its operations. In addition, the unit analyzes proposed legislation at the federal, state, and local levels, advising potentially affected departments regarding implementation and assisting in those efforts when new or amended legislation becomes effective. Working closely with privacy, information technology, and data analytics colleagues, the unit also provides legal advice regarding privacy and confidentiality issues arising in connection with research studies, data exchanges, contracts, privacy incidents, data breaches, audits, and investigations. The Policy Unit also works closely with Legal Counsel’s Public Information Unit in responding to Freedom of Information Law (FOIL) requests, non-party subpoenas, and investigations, performing legal research and writing as needed. Collaborative fact-gathering, research, drafting and counsel form the core of the unit’s work.

Responsibilities include, but are not limited to the following:

1. Legal research, analysis, advice and counsel concerning proposed and existing federal, state, and local law and regulations, and implementation of new or amended law and regulations.
2. Prepare policies, procedures or directives to implement statutes, regulations, guidance, or initiatives, in conjunction with affected agency departments.
3. Coordinate with other NYCHA departments in providing legal advice and guidance to the agency.
4. Legal research and analysis concerning privacy/confidentiality matters, FOIL requests and subpoenas.
5. Perform other related duties.

Candidates must also provide two writing samples representing the candidate’s efforts, not those of a reviewer; three references, listing their professional association and the circumstances under which they became familiar with the candidate’s professional skills; a copy of law school transcript; current and/or minimum salary requirements.

Minimum Qualifications

1. Admission to the New York State Bar; and either "2" or "3" below.
2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or
3. Six months of satisfactory service as an Agency Attorney Interne (30086).
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
In addition to meeting the minimum Qualification Requirements:
To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.

Ability to define and address factual and legal issues in a clear and concise fashion, in writing and verbally. 4. Ability to work quickly and efficiently under pressure. 5. Familiarity with housing laws and regulations, particularly public housing, Section 8, and other affordable housing. 6. Administrative law, policy, or legislative background or experience. 7. Familiarity with statutory interpretation and with analyzing statutory and regulatory text and provisions. 8. Ability to work effectively in team setting. 9. Ability to work independently.
