Job Description

Under the direction of the Director, with wide latitude for the exercise of independent judgment and initiative, the Administrative Unit Leader will perform task such as the following:

- Perform very complex and responsible analytical work, ad-hoc analyses, and prepares relevant reports and presentations as assigned.
- Create procurement documents, including Pre-Solicitation Review, Public Hearing Packages, and Recommendation for Awards, Request for Renewals, Request for Contract Change or
Modification.
- Supervise and assist with the day-to-day project management responsibilities of team members.
- Provide administrative support regarding unit and department process improvements, staffing models, systems and technical analysis, and budget tracking. Serve as management support to
the Unit managers and Department Director and Deputy Director.
- Perform special project tasks, ad-hoc analyses, and prepare relevant reports and presentations as assigned.
- Provide reports to management, tracking key metrics relating to complaints and their resolution.

Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.


Preferred Skills

1. At least (5) years of satisfactory full-time experience as a manager or supervisor. 2. Proficiency with BI software (preferably Microsoft Power BI) and software tools for big data and statistical analyses (e.g., SQL, R, Python, SAS, etc.). 3. Fluid understanding and working with data management software, geographic information systems (GIS) professional (CARTO/CARTODB), and relational database systems (SQL, Oracle Business Intelligence). 4. Ability to work independently and in a team environment to compile datasets, design and conduct data analyses, provide written interpretations of statistical analyses and to present findings in written reports and oral presentations. 5. Data management skills including cleaning, aggregating, and matching large data sets for research and reporting. 6. Experience developing analytic plans and conducting statistical analyses. 7. Ability to work under stringent deadlines, manage multiple assignments, and handle sensitive information. 8. Excellent verbal and written communication skills, including the ability to interface well with senior Authority management and external partners. 9. Attention to detail in the presentation of reports, data visualizations, and data sets for distribution. 11. Experience with government procurement processes and procedures. 12. Proficiency in Microsoft Office Excel, Outlook, PowerPoint, and Word. 13. Knowledge of Maximo 14. Knowledge of Smartsheet 15. Contract management experience
