This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.
Your Team:
The Office of Enforcement and Neighborhood Services works closely with other HPD divisions and outside community partners to identify buildings with violation problems, assess and develop appropriate strategies to address those properties, and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. HPD uses enforcement tools within the Division of Code Enforcement, Housing Litigation Division, Emergency Repair Program or the Division of Special Enforcement to ensure compliance with legal and regulatory obligations.
The Office of Enforcement and Neighborhood Services is composed of 8 divisions:
- Preservation Services Exec Office (EXEC), Data Management & Technology (DMT), Division of Neighborhood Preservation (DNP), Administration & Internal Compliance (AIC), Housing Litigation Division (HLD), Division of Code Enforcement (DCE), Emergency Operations Division (EOD), Division of Special Enforcement (DSE)
Your Impact:
HPD’s Anti-harassment Unit (AHU) was established in April 2019, and has a staff of ten, including housing inspectors, attorneys, and a community coordinator. AHU identifies buildings where landlords may be withholding essential services and or not making repairs to force tenants to leave their apartments. The unit performs roof to cellar inspections and interviews tenants about the circumstances surrounding the lack of repairs in their apartments. The unit is tasked with bringing litigation in Housing Court with a claim of harassment.
Your Role:
Under general direction, the selected candidate will perform as an Administrative Support/Community Coordinator for the Division of Special Enforcement Anti-Harassment Unit (DSE-AHU). Responsibilities will include but not be limited to the following:
Your Responsibilities:
- Manage requests for inspection from internal and external partners
- Set appointments with tenants and/or landlords as needed
- Maintain the inspection schedule calendar
- Oversee the routing of inspections daily
- Review and provide inspection results to appropriate parties
- Ensure all inspection sheets, associated paperwork and pictures are properly scanned, filed and organized
- Prepare and review reports to monitor owner compliance with violations
- Prepare and submit referral packages to HPD’s Housing Litigation Division
- Monitor/restock the Unit’s supply of equipment, brochures and pamphlets
- Answer/direct calls to the unit’s general line
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
- Excellent communication skills (both written and oral) - Strong organizational skills and attention to detail - Proficient in MS Word, Excel, and Outlook. Proficiency in HPDInfo a plus. - Bilingual a Plus
