JOB DESCRIPTION:

The New York City Police Department, City of New York (NYPD), seeks a full-time Administrative Staff Analyst, NM-II in the Forensics Investigation Division - Budget and
Procurement Unit reporting directly to the Executive Director the Forensics Investigations Unit.
The Forensics Investigation Unit is comprised of four sub-commands. Crime Scene Unit, Police Laboratory Latent Print Section, and DOME Liaison Unit.

The selected candidate will:
- Process small requisitions (under 100K) for goods and services through FMS.
- Make small purchases through PUNCHOUT, Credit card purchases, and solicitations.
- Utilize various Citywide procurement-related systems, including Financial Management System (FMS), PASSPort, Small Business Services’ M/WBE Online Directory, DCAS/DMSS Direct Order, Storehouse requisitions and various internal systems for managing procurements.
- Create purchases through Federal contracts, State contracts, and City Requirement contracts.
- Determine the need for contractual services and work with the FIU Chief Contracting Officer to define the scope of such services, and to select and evaluate appropriate vendors.
- Develops and review contract addendum; develop contract responsiveness and responsibility determinations.
- Participate in contract negotiations, review vendor prevailing wage requirements and
wage categories in each contract, develop contract funding needs and justifications.
- Assist in contract development conferences coordinate pre-proposal and contract meetings, track/report WI formal contract procurement progress.
- Develop and manage various Projects. Evaluate vendor deliverables to be in sync with approved project timelines. Track project progress, and resolve issues that impact task completion.
- Establish project time & cost schedules, review project scope and availability of funds for
the FIU.
- Approve contract specifications before advertising, to ensure conformity to the agency's requirements and federal/state/city mandates as well as approve recommendations for
contract awards, modifications, emergency purchases and extensions of time on contracts.
- Review of procurement documents verifying descriptions & specifications for accuracy ensuring conformity & oversight compliance; in compliance with Procurement Policy
Board Rules & applicable oversights.
- Monitor vendor and procurement compliance with all applicable laws, particularly procurement-related local laws (e.g. Chapter 13 of the City Charter Procurement Policy Rules, Executive Orders, and audit requirements).

Public Service Loan Forgiveness (PSLF) Program forgives the remaining balance on your Direct Loan after you have made 120 qualifying monthly payments under a qualifying repayment plan while working full time for a qualifying employer, such as a U.S. federal, state, local, or tribal government or not-for-profit organization. You may be able to consolidate a Federal Family Education Loan (FFEL) and Federal Perkins Loan into a Direct Loan to qualify for PSLF.


Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
