JOB DESCRIPTION:

The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations, and solve the problems that create crime and disorder through an interdependent relationship between the people and its police, and by pioneering strategic innovation.

The Criminal Justice Bureau (CJB) facilitates the safe, timely, and efficient processing of all persons arrested in the City of New York. CJB is the operational liaison between the NYPD and multiple agencies within the criminal justice community working collaboratively in the arrest-to-arraignment process. CJB is comprised of five (5) Borough Court Sections, one (1) Court Monitoring Section, and a Bureau office. Each Borough Court Section is responsible for arraigning prisoners after the initial arrest processing is completed. Upon arrival at a central booking facility, official photographs are taken, DNA is collected when required, medical screening is performed, and prisoners are guarded until they are ready for arraignment. The Court Monitoring Section is responsible for the administration and monitoring of eight (8) Traffic Violations Bureau offices. In addition, CJB operates a Mass Arrest Processing Center (MAPC) located in One Police Plaza to safely process large numbers of prisoners during major incidents. When the Chief of Department's Operations Unit requests a MAPC activation in the Office of the Commanding Officer, Criminal Justice Bureau mobilizes appropriate staffing, expedites arrest processing, and documents the pre-arraignment movements of all patrons arrested.

The Administrative Staff Analyst, NM I will:
- Prepare the monthly arrest to arraignment book and other reports as necessary
- Audits of Borough Court Sections
- Analyze scenarios in the arrest to arraignment process
- Prepare statistical reports and provide explanatory content
- Identify data metrics that negatively impact arrest to arraignment times
- Prepare the daily youth report
- Compile the arrest paperwork time stamp report for Borough Executives
- Analyze data related to the Criminal Justice Bureau overall operations including force figures and overtime expenditures
- Collect and analyze data regarding specific data points such as found contraband, use of force incidents and tracking hospitalized prisoners

Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
