Job Description

The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations and solve the problems that create crime and disorder through an interdependent relationship between the people and its police, and by pioneering strategic innovation.

The Facilities Management Division (FMD) is responsible for the maintenance and oversight of NYPD buildings, implementation of capital projects, and management of critical facility-related functions. FMD consists of several specialized sections and units, including Building Maintenance, Campus Management, Energy, Asset Management, Capital Construction, Architectural & Engineering Services, Custodial Services, and Budget & Procurement.

This position reports to the Budget & Procurement Director and provides comprehensive support across all FMD functions.

Specific duties will include, but are not limited to:
1. Monitor budgetary and operational issues across Sections/Units, assisting the Director in financial oversight.
2. Prepare and track Spending Plans, encumbrances, and accrual plans while maintaining alignment with city budgetary requirements.
3. Analyze expenditures and reconcile budgets, ensuring accuracy between internal data systems and the City’s Financial Management System (FMS).
4. Compile financial reports, including monthly, quarterly, annual expense summaries, and fiscal impact (e.g. OMB, Comptroller, Capital, DCAS, City Council, etc.).
5. Manage contract-related budget allocations, ensuring funding availability for procurements, renewals, and vendor agreements.
6. Liaise with vendors and program staff to streamline budget approval processes and verify contract compliance with financial regulations.
7. Oversee invoice auditing, ensuring adherence to city policies, prevailing wage schedules, and contract specifications.
8. Support financial monitoring for procurements, including encumbrances, purchase orders, and contract expenditures to optimize resources.
9. Implement budget modernization initiatives, incorporating digitization and process improvements to enhance efficiency.
10. Capital planning, with a focus on budgeting and reporting -develop, review, and manage budget proposals for capital projects to ensure alignment with strategic priorities and financial constraints.

Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.


Preferred Skills

- Expert in fiscal planning and governmental budget management - Excellent communication skills, including public speaking - Proficiency in industry standard software, including all Microsoft applications, FMS, MOCs PassPort. - Valid New York State driver's license - Knowledge of contracts related to construction, capital projects, repair, and maintenance trades - Knowledge in purchasing, procurement, and contract administration

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
