Reporting to the Vice President of Procurement Policy & Performance Management (VP PPPM), the Senior Advisor for Vendor Diversity will work closely with the Vendor Diversity unit and assist with all matters related to NYCHA’s Minority and Women-owned Business Enterprise (M/WBE) and HUD Section 3 programs. The selected candidate will identify best practices, liaise with various internal and external stakeholders, and assist with tracking and management of NYCHA’s M/WBE and Section 3 performance.

Under general direction, with latitude for independent initiative and judgment, the Senior Advisor will perform professional work of more than ordinary difficulty and responsibility.

Duties include but are not limited to the following:

- Assist VP in managing relationships with important vendor diversity stakeholders such as Mayor’s Office of M/WBE, Small Business Services, Public Housing Authorities, NYCHA Residents
and their representatives such as CCOP, Building and Construction Trades Council, and industry associations.
- Assist VP in building culture of collaboration and support among key NYCHA departments, program areas, and the Public Housing Preservation Trust.
- Support VP in making strategic programmatic decisions and oversee the development of KPIs.
- Stay current on M/WBE and Section 3 policies and program at the Federal, State and City level, and assist in updating NYCHA policies as needed.
- Research, create and implement policies and initiatives to increase M/WBE and Section 3 Business Concern (S3BC) participation and prime vendor compliance.
- Take lead on implementation of eComply and oversee change management activities with NYCHA staff and vendor community to ensure successful launch.
- Build and manage internal systems and processes for obtaining, reviewing, and compiling subcontractor spend and labor hour reporting.
- Develop Section 3 and M/WBE program and training content for NYCHA staff and vendors.
- Conduct analyses and prepare reports and presentations of Section 3 and M/WBE performance and compliance, including for high priority stakeholders such as NYCHA CEO and Board,
Mayor’s Office, and City Council.
- Serve as resource to NYCHA internal and external stakeholders on topics related to M/WBE and Section 3 requirements progress, reporting needs and related queries.
- Advise and support VP on special projects and in making strategic administrative decisions.

1. Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Administrative Staff Analyst to be considered.
2. INTERAGENCY TRANSFERS INTO NYCHA OF THOSE PERMANENT IN TITLE ARE NOT PERMITTED IN THE FACE OF AN ACTIVE AND VIABLE NYCHA PROMOTION LIST OR
PREFERRED IS FOR THE SAME TITLE.
3. Candidates with permanent civil service status in the titles of Administrative Procurement Analyst and Administrative Contract Specialist will also be considered.

Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.


Preferred Skills

1. Strong knowledge of diversity practices such as Minority and Women-owned Business Enterprise (M/WBE) program and HUD Section 3 laws and rules and experience working to improve utilization. 2. Experience supporting an executive-level team. 3. Strategic thinker and ability to communicate effectively to various stakeholders. 4. Ability to organize and manage multiple projects and timelines. 5. Knowledge and professional experience in NYC government/procurement related work desired 6. Advanced proficiency with MS Office 7. Excellent communication, written and organizational skills ability to produce and conduct presentations. 8. Familiarity with public works, capital projects, supply chain and the construction industry.
