The NYC Employees’ Retirement System’s (NYCERS) Retirement and Pension Benefits Division is seeking an Administrative Retirement Benefits Specialist to perform under direction and with latitude for independent judgement and decision making is responsible for the operations of the Retirement Eligibility and Vesting Unit. Duties include but are not limited to the following:
- Candidate demonstrates capability to properly anticipate work unit needs, take action to organize work functions, appropriately allocate resources to maximize efficiency and determine goals and objectives to accomplish work activities for the units. Candidate must properly structure work assignments and teams to meet workload requirements and deadlines.
- Candidate must demonstrate capability to monitor the progress and productivity of employees, training, hiring of new employees, addressing performance issues, recommending discipline, and assuring adherence to policies and procedures. Candidate must conduct staff meetings to explain goals and objectives with clear instructions, discuss ongoing status of assignments and the required deadlines for completion. All tasks and standards, performance evaluations are to be given to subordinates and forwarded to HR by the designated deadline.
- Candidate must address performance issues in a positive manner, monitor subordinate’s work and individual supervisory notes as well as appropriately discipline employees regarding personnel policies and procedure violations.
- Candidate must understand the concepts of total quality management and apply them in their area of responsibility, and provide oversight of operations to assure agency services are provided in a timely manner.
- Candidate must do follow ups to ensure that quality services are provided, take notes of systemic errors, and alert immediate manager and staff to any deficiencies or necessary procedural revisions.
- Candidate must demonstrate capability of collaboration with others and the ability to analyze and resolve problems. Also, have the ability to express ideas (oral and written) clearly and concisely, articulate problems, and generate enthusiasm in individual and group settings. This also includes contacting external agencies and personnel concerning retiring members. Candidate must communicate in a professional and courteous manner and make every effort to avoid miscommunication resulting from incomplete, misleading, or inaccurate information. Candidate must demonstrate capability in seeking information regarding changes in retirement industry practices, procedures, and regulations, City requirements, and/or technology improvements that have applicability to NYCERS’ operations.
- Candidate must be familiar with and uphold NYCERS EEO policy.
1. A baccalaureate degree from an accredited college or university including or supplemented by 12 credits in mathematics, statistics, accounting, and/or actuarial science and four years of satisfactory full-time experience implementing the provisions of a retirement plan involving the use of mathematical, statistical, actuarial or accounting computations, 18 months of which must have been in an administrative, managerial or executive capacity or supervising professionals implementing the provisions of a retirement plan involving the use of mathematical, statistical, actuarial or accounting computations; or
2. An associate degree or 60 credits from an accredited college or university, including or supplemented by 12 credits in mathematics, statistics, accounting and/or actuarial science and six years of satisfactory full-time experience as indicated in “1”; or
3. Education and/or experience equivalent to “1” or “2” above. However, all candidates must have 60 credits from an accredited college or university, including or supplemented by 12 credits in mathematics, statistics, accounting and/or actuarial science and the 18 months of experience in a supervisory, administrative, managerial or executive capacity as described in “1” above.
- Candidate must have strong analytical skills and ability to handle multiple priorities whilst meeting deadlines m. - Extensive knowledge of the various retirement plans is required. - Written and oral communication skills should be clear and on a professional level. - Candidate must have successfully supervised a unit for three or more years within NYCERS.
