Job Description
Under the direction of the Vice President of Manhattan and with wide latitude for independent initiative, judgement and decision making, the Administrative Housing Manager is responsible for the following functions within the department:
- Act as liaison between the Vice President for Manhattan and Residents Association Leaders, functioning as a resource for identifying problem areas and developing actionable solutions.
- Ensure timely and effective communication between the VP and other PHO divisions.
- Coordinate with multiple stakeholders to address and resolve issues escalated to the Office of the Vice President.
- Serve as a key member of the VP’s team, offering strategic support and collaboration to implement change management initiatives and business process improvement plans.
- Provide guidance and operational support to the management team to drive performance and service delivery.
- Review existing operational and administrative procedures across developments; identify gaps or inefficiencies; and provide strategic recommendations to ensure standardized, effective, and compliant implementation of best practices.
- Identify and support operational and project management initiatives, ensuring effective coordination among staff and leadership teams.
- Track and evaluate departmental metrics and performance goals; analyze service delivery trends and recommend improvements.
- Coordinate matters of institutional importance on behalf of the VP, including personnel matters, managing correspondence, and overseeing key projects that support a robust organizational infrastructure.
- Represent the Vice President in meetings with executive staff and internal/external stakeholders; participate in working groups and committees as needed.
- Develop and deliver training modules to support development/neighborhood staff. This includes creating instructional content on property management operations, resident engagement, emergency response, PACT/RAD transitions, and performance tracking to promote staff capacity-building and operational consistency.
- Manage and lead special projects as assigned.
- Perform other related duties incidental to the work listed above.

ADMINISTRATIVE HOUSING MANAGER - 10018
One (1) year of permanent service in the title of Housing Manager.
- Systems & Software Knowledge - intermediate proficiency in the use of Microsoft Windows PCs, Microsoft Office Productivity Suite (Outlook, Word, Excel, PowerPoint, Access, Visio), and ticketing systems such as IBM Maximo & Oracle’s Siebel. - Master’s degree in public or business administration, education, urban planning or studies, psychology or sociology or related field. - Excellent oral communications skills. - Excellent editing and written communications skills. - Superior project management skills.
