Under the direction of the Deputy General Counsel and Chief of the Administrative Hearings Division, the Administrative Housing Development Specialist will perform work of a difficult and responsible nature, including work involved in the development, implementation and administration of publicly-aided housing programs and the conservation of neighborhoods, with oversight and Management of the Special Investigations Unit within the Law Department. The Specialist will coordinate with property management on NYCHA health and safety initiatives, developing and maintaining programs including the Squatter Removal Program and the Cases for Legal Action Program in coordination with the New York Police Department, representing the NYCHA Special Investigative Unit at NYPD meetings. In addition, the Specialist is directly responsible for all aspects of responding to requests for investigations stemming from NYPD referrals, pending administrative hearings, and requests from Property Management, and may allocate program resources according to federal, state or city regulations to support same.

Specific duties and responsibilities include, but are not limited to:

General Administration – Under general direction, with wide latitude for independent judgment and decision making, maintain a professional setting with oversight over several investigators and clerical staff with duties including:

- Manage the team to ensure timely processing of investigations related to NYPD referrals, pending administrative hearing cases, and requests for investigations from Property Management, Family Re-entry and other time sensitive special investigation requests.
- Supervise and monitor the daily operation of the Unit. Supervise and train all investigators and support staff in the Unit ensuring staff is knowledgeable on utilizing internal NYCHA databases and external research tools including the Office of Court Administration, WMS, Lexis Nexus etc. to effectively to complete and document investigations.
- Supervise and discipline staff as appropriate; participate in pre-employment interviews and hiring processes. Ensure staffing levels are met, develop and secure training. Prepare reports and recommendations for administrative action. Plan and coordinate investigation schedules and assignments.
- Train staff to appear before the Impartial Hearing Office in Hearings and Inquests. Manage staff to conduct the necessary preparatory work and case file maintenance related to the same including communication with various state courts and other agencies.
- Train and manage investigators to perform unannounced apartment visits related to permanent exclusion when required.
- Train and manage investigators on reviewing Permanent Exclusion cases for possible removal of an exclusion.
- Ensure the timely and accurate submission of various management reports as needed. Review all investigations related to Applications to lift Permanent Exclusion submitted by the tenants.
- Serve as a liaison between Law and Property Management.

Note: A valid NYS Driver’s License and extensive knowledge of the five boroughs will be required for this position.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in the development, design, construction, appraisal, financing, negotiation or disposition of real estate or in real estate law, or in urban planning, design or renewal, or analytical or coordination work related to housing programs; at least 18 months must have been in an executive, administrative or managerial capacity or supervising professional personnel performing work in the fields noted above; or

2. Education and/or experience which is equivalent to "1" above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have three years of work experience including at least 18 months of executive, administrative, managerial or supervisory experience as described in "1" above.
