Our mission is to eliminate ageism and ensure the dignity and quality of life of diverse older adults. We also work to support caregivers through service, advocacy, and education.

The Health Insurance Information Counseling and Assistance Program (HIICAP) helps older adults navigate the complexities of all components of Medicare. HIICAP conducts public outreach presentations and workshops to older adults, community partners, and other groups on Medicare, Medicaid, Medigap, Elderly Pharmaceutical Insurance Coverage (EPIC), and Medicare’s preventive services. New York State certified counselors provide assistance with Medicare Part D prescription plan selection, Medicare Savings Programs, and enrollment by appointment and via telephone, among other services. In addition, HIICAP has 7 community-based sites citywide that offer direct assistance in 15 different languages. HIICAP also received the NYC Top Performer award from the NY. The mission of HIICAP is to promote the independence, health, and dignity of older adults through direct support, education, and advocacy.

NYC Aging seeks a dynamic and motivated individual with demonstrated knowledge and experience in the field of aging to serve as a HIICAP (Health Insurance Information, Counseling, and Assistance Program) Administrative Coordinator. The HIICAP Administrative Coordinator will be a cornerstone in facilitating access to crucial health insurance resources for our Medicare beneficiaries and caregivers. The position encompasses a diverse array of responsibilities and playing a pivotal role in supporting our mission to empower individuals with essential health insurance information and assistance.

Under general direction, the selected candidate will report directly to the Director of HIICAP. The duties and responsibilities will include but not be limited to:

- Coordinate appointments for individuals seeking health insurance counseling, ensuring efficient scheduling and adherence to protocols.

- Screen individuals of their health coverage before making appointments, communicate any additional requirements to clients for a smooth process.

- Collect incoming caller information and maintain accurate records in spreadsheets and databases.

- Prepare comprehensive reports on client interactions and program activities for evaluation and improvement.

- Conduct eligibility screenings for Medicare Savings Programs, offering guidance and resources to eligible beneficiaries.

- Provide ongoing support and advocacy, addressing client inquiries and concerns regarding health insurance coverage.

- Initiate and coordinate meetings and conference calls, ensuring timely scheduling and attendance.

- Prepare meeting materials, take minutes, and follow up on action items to ensure effective communication and collaboration.

- Oversee the distribution of incoming mail and maintain a tracking chart for outgoing mail, ensuring timely and accurate correspondence.

- Organize and distribute HIICAP literature, fliers, and Medicare materials for outreach events, ensuring availability and accessibility for community members.

- Participate in special projects aimed at enhancing program outreach, effectiveness, and community engagement.

- Perform other duties as assigned, demonstrating flexibility and a proactive approach to supporting program goals.


Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.


Preferred Skills

- Preferred candidate should demonstrate attention to detail with ability to handle sensitive/confidential information. - Excellent administrative, communication, organizational skills and customer service skills preferred. - Proficiency in Microsoft Office, particularly, Word, Teams, Excel, PowerPoint and Access preferred. - 2+ years of healthcare knowledge preferred. - Bilingual (Spanish/English) Preferred.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
