Our Agency’s five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are:
1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women’s health
5) Mobilize against and combat the health impacts of climate change

PROGRAM AND JOB DESCRIPTION:

NYC Department of Health and Mental Hygiene (NYCDOHMH)'s Office of Emergency Preparedness and Response (OEPR) was created to promote DOHMH's and NYC's ability to prevent, prepare for, respond to, and recover from health emergencies. OEPR coordinates agency-wide emergency preparedness planning, exercises and training, evaluation of incident response, exercise performance and coordinating with community stakeholders, city, state & federal partners on public health emergency planning and response. OEPR's work focuses on promoting and protecting public health through emergency preparedness and response; and recognizes that social inequities negatively impact our efforts to maintain and improve the health of NYC during and after a disaster. With these inequities in mind, OEPR is also working to improve its application of a social justice and racial equity lens to its emergency preparedness and response work. OEPR's employees are expected to align their work with OEPR's efforts to combat the harmful effects of systemic injustices on communities and work towards the most equitable post-disaster public health outcomes possible.

OEPR's Bureau of Grant Management and Administration (GMA) leads fiscal and administrative functions for the Division with a focus on workforce equity, strategic financial planning and securing federal preparedness and response funding for the agency. Reporting to the GMA Director of Administration, the Administrative Coordinator will be responsible for the following:

- Support continuity of operations (COOP) by serving in a core COOP capacity for administration functions during emergencies and participate in planning activities to ensure that OEPR division operations continue.

- Assist with the hiring of preparedness staff and during emergency activations in coordination with DOHMH Human Resources, including scheduling job candidate interviews requiring management of several hiring manager and interview committee member calendars

- Assist with onboarding of new hires including coordinating visitor passes and ensuring that new staff are provided with supplies for the assigned workstation. Provides an introductory orientation to the Division for all newly hired staff.

- Support professional development request intake and fulfillment Coordinates and tracks the travel schedules, conferences, approvals and trainings for OEPR related staff as per the grant Public Health Emergency Preparedness (PHEP) & Hospital Preparedness Program (HPP) requirement.

- Serve as the Travel Liaison to review staff travel requests and facilitate processing to ensure that all required documentation is received in a timely manner and request approved. Alerts travelers of any changes to the travel policy and troubleshoots any travel related concerns.

- Schedule for Executive level staff including scheduling adhoc meetings with multiple stakeholders. Provides coverage for the Deputy Commissioner of OEPR during their assistant’s absence.
- Other duties related to agency and divisional administrative processes, as directed.

Minimum Qualifications

1. Master’s degree from an accredited college in emergency management, public health, disaster management, emergency preparedness/administration, public administration, or related field and one (1) year of satisfactory full-time professional experience in one or a combination of the following area(s): emergency preparedness planning/management, emergency medical services, fire or public safety, law enforcement, homeland security, public health, mental health, environmental/occupational health and safety or a related specialized area; or

2. A baccalaureate degree from an accredited college and two (2) years of satisfactory full-time professional experience in one of the areas described in “1” above; or

3. A satisfactory equivalent combination of education and experience. However, all candidates must have a minimum of one (1) year of satisfactory full-time professional experience in one of the areas described in “1” above.


Preferred Skills

Excellent written and verbal communication skills. Very good organizational skills. An understanding of the City’s Travel policy and requirements. Experience working with and handling documentation that is confidential and time sensitive in nature. Be able to manage and coordinate multiple calendar requests at one time.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
