Construction & Technical Services (CTS) consists of a design, construction and technical team of architects, engineers, elevator mechanics, as well as project & property managers who provide services for time-sensitive rehabilitation, renovations, and maintenance in City-owned properties.
Its design team performs in-house designs, conducts field inspections, and ensures design compliance with Local Laws. This team also performs reviews of design consultant drawings to assure accountability for the needed renovations.
The construction team manages and oversees time-sensitive construction projects to ensure daily activities comply with contract drawings, specifications, building codes, budget, and timelines. This team assesses field conditions, prepares reports, and coordinates meetings with contractors, consultants, and the in-house design crew to address variations from the original design drawings to accommodate field conditions and/or client requests.
The technical team manages the maintenance and surplus in City-Owned properties, handles the contracts for services including, but not limited to, interior rehabilitation and construction, waterfront construction, sidewalk repair, fencing, demolition, pest control, erection of scaffolding; handles and maintains the design and management of site safety projects (Local Laws and Violations) and maintains and repairs all elevators, escalators and ADA lifts throughout City-Owned buildings within the five boroughs.
We are seeking to hire (2) architects, to manage accessibility concerns within DCAS sites. The main duties will include, but will not be limited to the following:
- Serve as in-house expert on physical accessibility concerns within DCAS sites.
- Perform property inspections to help address accessibility issues and/or major capital improvement within DCAS sites.
- Coordinate with tenant agencies and consultants to identify issues related with building/space physical accessibility to help develop strategies addressing accessibility issues.
- Prepare and submit assessment reports and identify needed actions.
- Design and draft needed repairs for accessibility access and/or major capital improvements.
- Review consultant designs for the accessibility repairs and/or major capital improvements.
- Sign, seal, and file with regulatory agencies all his/her designs, prepared for accessibility repairs and/or major capital improvements.
- Prepare, file, and obtain from Department of Buildings documents and permits for the required renovation work.
- Prepare specifications, cost estimates, and estimate of quantities for required accessibility repairs and/or major renovation projects.
- Prepare work order for the required site renovation and assign it to contractors/consultants.
- Prepare and submit weekly progress project reports.
- Coordinate and update RFPs for architectural design consultants.
- Coordinate accessibility and/or architectural concerns to be performed in DCAS buildings to ensure work is being performed, per DOB codes.
1. A valid New York State Registration as an Architect. Current New York State Registration as an Architect must be maintained for the duration of your employment.
2. In addition to above qualification requirements, to be eligible for placement in Assignment Levels II and III, individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.

License Requirements: NYS Registered Architect Preferred Skills: - Strong architectural background to include ADA accessibility - Advanced proficiency in AutoCAD and Microsoft Office – Excel and Projects - Strong organizational, writing and communication skills - Experience with project estimating and project management - Ability to work under limited supervision, to handle multiple assignments with limited time constraints and detailed oriented - Demonstrates personal initiative, responsibility, leadership, and flexibility - Able to respond rapidly and accurately to requests, and work in a high-pressure, time-sensitive environment - Knowledge of NYC Construction Codes (Administrative, Building, Electrical, Mechanical, Plumbing, Fuel Gas and Energy Codes) - Proficiency in some or all the following is preferred, but not required: - 2010 ADA Standards of Accessible Design - 1991 ADA Standards of Accessible Design - Fair Housing Act Guidelines - UFAS - Uniform Federal Accessibility Standards - ABA - Architectural Barriers Act - Universal Design
