MUST BE PERMANET IN THE CIVIL SERVICE CLERICAL ASSOCIATE TITLE OR IF YOU ARE HIRED PROVISIONALLY AS A CLERICAL ASSOCIATE, YOU MUST TAKE AND PASS THE CLERICAL ASSOCIATE CIVIL SERVICE EXAM WHEN IT BECOMES AVAILABLE FOR CONTINED EMPLOYMENT.

The Office of Fiscal Operations is DSS/HRA/DHS’s primary payments and accounting office, and the core responsibilities are carried out through the operations of the Bureau of Accounts Payable, Revenue and Reimbursement, and Disbursement & Grant Accounting.

The Division of Accounts Receivable and Billing is responsible for all general accounting functions related to the collection of receivables owed to the agency that are client related. DARB processes payments received from cash assistance overpayments on closed public assistance cases, Casualty and Estate Medicaid recoveries, Supplemental Needs Trust recoveries, Interim Assistance Reimbursements, One Shot Deal repayments, payments from clients that are in the Medicaid Pay-In program and participants of the Income Savings Plan program.

The Finance Office is requesting approval to fill one (1) Clerical Associate III vacancy in the Office of Fiscal Operations. The Clerical Associate III will function as an Accounts Receivable Associate within the Division of Accounts Receivable and Billing (DARB), who:

- Prepares input documents and batches for data entry into the DARB accounting system by transaction codes.

- Deposits checks and money orders to the bank through remote deposit.

- Provides coverage for the Cashiers window where payments are received from the various program areas such as IREA Claims and Collections, Bureau of Fraud Investigation and the Office of Liens and Trusts.

- Reviews batches received to ensure payments are accompanied by proper documentation and signs receipts.

- Processes checks received from landlords, New York City Housing Authority, Con Edison, and Residential Treatment centers.

- Processes credit card payments in the FOCIS application from clients making a payment for their Medicaid surplus.

- Prepares correspondence for the return of third-party Medicaid Surplus payments received without an attestation of use of recipient funds.

- Prepares letters for the return of payments received that need to be returned due to change in regulations and maintains and updates log of returned mail.

- Performs scanning, indexing and quality assurance of documents to the HRA One Viewer.

- Prepares and maintains files manually and assists in the retrieval of records.

- Performs other duties as may be assigned.

Work Schedule: Monday to Friday: 9 AM – 5 PM

Minimum Qualifications

Qualification Requirements
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and one year of satisfactory clerical experience.
Skills Requirement
Keyboard familiarity with the ability to type at a minimum of 100 key strokes (20 words) per minute.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
