The Office of Child Support Services, Fiscal Operations which handles all fiscal related activities is responsible for ensuring that child support accounts are build, updated and maintained so that payments received are disbursed accurately to the correct party timely, and that all misdirected funds are properly rerouted to the correct account resulting in the proper enforcement of child support orders. This department ensures that OCSS records reflect Family and Supreme court orders, accurate public assistance history including desk reviews to ensure excess support and pass-through payments are properly accounted and disbursed to the right parties. The Account Auditing section is responsible for the preparation of documentation required for administrative reviews of child support cases and the preparation of Accounts statements for cases required by various courts to determine the fiscal condition of selected child support accounts at any given time.
Under general supervision of the Director of Account Auditing, with wide latitude for the exercise of independent judgment, the Accountant II, serving as the Coordinator of the Account Auditing unit is responsible for the supervision of an auditing/accounting group of thirty-two (32) professional Bookkeepers and clerical support staff. S/he reviews the fiscal condition of child support cases to ensure financial information on these cases are accurate, correct and up-to-date.

The Office of Child Support Services (OCSS) is looking to backfill one (1) Accountant level II who will:

- Plan, coordinate and direct four (4) Account Supervisors (Bookkeeper III) and their staff of twenty-seven (27) Account Adjusters (Bookkeeper II) by performing financial review of various child support accounts/statements in response to requests received from clients, respondents, attorneys, court system and other third parties challenging the amount owed on a child support account.

- Prepare and assign work lists daily to ensure required account statements are prepared and delivered to various courts accurately and timely. Reassign work as necessary to ensure all statements are completed within established time-frames; evaluate the quantity and quality of work performed by auditing staff; review reports and completed assessments submitted by subordinate supervisors.

- Participate in the analysis and interpretation of account statements of post order cases and ensures that account statements are balanced and reconciled to meet the goal of generating only one account statement and close-out unnecessary accounts. This information is obtained from current accounts, previous reports, source documents, the family courts and child support systems such as the Child Support Management System (CSMS), Unified Court Management System (UCMS), Automated State Support Enforcement & Tracking System (ASSETS), and Welfare Management System (WMS)

- Develop strategie designed to improve overall operation of the four (4) Audit & Statement areas including allocation of staff, compliance with procedures and guidelines, and other operational needs of the unit including assessing workflows/processes, methodologies and conducting audit reviews of cases.

- Prepare reports reflecting the reviews conducted, discrepancies noted and corrective entries required to adjust accounts; compiles weekly and monthly statistical reports by gathering and analyzing data, and performing advanced mathematical calculations.

- Conduct staff meetings to advise subordinate supervisors and staff concerning city, state, federal and agency policies and procedures and on procedures to be followed in unusual and exceptional cases.


Minimum Qualifications

1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), including or supplemented by 24 semester credits in accounting, including one course each in advanced accounting and auditing; or
2. A valid New York State Certified Public Accountant license.
To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one year of experience as an Accountant - Assignment Level I or at least two years of satisfactory full-time professional accounting or auditing experience.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
