THE DIVISION
DCP’s Fiscal Division manages all financial functions for the agency, including the administration of the agency’s expense and revenue budgets, processing of vendor payments and cash receipts, maintenance of State and Federal grants, and procurement of goods and services. DCP’s Fiscal Division strives to improve financial transparency and operational effectiveness by providing information, analysis, and customer-service oriented support to programs and divisions throughout the agency.
RESPONSIBILITIES
- Manage all aspects of DCP's Accounts Payables by reviewing, preparing, processing, and tracking all agency payments, refunds, and expense reimbursements.
- Monitor, track, and process agency vendor payments ensuring all payments are made within established timeframes and agree with applicable payment terms.
- Review agency personal expense reimbursements for compliance with Comptroller Directives and Agency Policies and assist staff with vendor enrollment in the City’s Payment Information Portal.
- Conduct thorough reviews of contractor and lease invoices to verify that expenses are allowable under the terms of the contract and that all expenses are accompanied by the appropriate supporting documentation.
- Review invoices for accuracy and obtain verifications and signatures prior to recommending/issuing payment. Address identified invoice discrepancies with vendors and achieve proper resolution.
- Coordinate with Procurement and Budget staff to ensure encumbrances and funding are available for payment processing.
- Administer the agency's Special Accounts, including but not limited to the Theater Sub-district Fund.
- Assist Fiscal leadership in developing and implementing internal controls and policies that conform to the New York City's accounting guidelines and directives.
- Conduct periodic reviews of aged open orders to ensure invoices for goods/services provided are received timely and paid promptly.
- Respond to inquiries from vendors, staff, and oversights regarding payment-related matters in a timely and professional manner.
- Assist with Comptroller year-end- close reporting and other oversight agency exercises.
- Prepare ad hoc reports and assist with ad hoc projects for the Fiscal division as needed.
1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), including or supplemented by 24 semester credits in accounting, including one course each in advanced accounting and auditing; or
2. A valid New York State Certified Public Accountant license.
To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one year of experience as an Accountant - Assignment Level I or at least two years of satisfactory full-time professional accounting or auditing experience.
- Excellent quantitative and problem-solving skills. - Experience with formal report creation and presentation skills - Experience using NYC Financial Management System (FMS) and PASSport. - High to expert proficiency in Microsoft Office, particularly Excel. - Strong organizational and time management skills detail oriented with the ability to multi-task and work both independently and as part of a team. - Excellent written and oral communication skills.
