The Office of Citywide Procurement (OCP) is the centralized procurement line of service with various external and internal functions, including ensuring that procurement processes comply with all applicable rules and mandates. In support of all City agencies, OCP is responsible for citywide contract management, quality assurance, and supply chain management. This work helps maintain the public trust and ensures that all products and services support the City’s overarching environmental and economic justice goals.
The OCP Data Team works collaboratively within the Strategic Performance and Innovation (SPI) unit to collect, clean, interpret and process extensive financial datasets for analysis and reporting to agency-wide and external stakeholders. This consists of the analysis and reporting of contract awards, spending, Key Performance Indicators (KPIs), budget tracking and modification, PASSPort catalog maintenance, Turnaround-Documents, and ad-hoc reporting to help OCP make data-driven decisions.
The responsibilities for the data team support position are:
- Data Collection & Cleaning: Gathering data from various sources (primary and secondary) and cleaning it to ensure accuracy, consistency and overall usability.
- Data Acquisition & Analysis: Utilizing SQL, Python, or R to query databases and perform gap analysis, and diagnostic and descriptive analysis to find trends.
- Data Visualization & Reporting: Creating dashboards, graphs, and charts using tools like Excel or Power BI to present findings to stakeholders.
- Collaboration: Supporting senior analysts and departments by providing data-driven insights for business improvements.
- Documentation: Maintaining documentation of data workflows and processes, as well as all report instructions.
- Extract data from various sources such as PASSPort, the Warehouse Management System (WMS) and Financial Management System (FMS).
- Process reports using Microsoft Excel with strong understanding of using Pivot Tables and Xlookups.
- Demonstrate excellent verbal and written communications.
- Maintain a professional appearance, exhibit regular punctuality and attention to detail.

Minimum Qualifications
For Assignment Level I:
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school.
For Assignment Level II (Information Technology):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or closely related field, including or supplemented by 9 semester credits in an acceptable course of study.
For Assignment Level III (Information Technology Fellow):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or other area relevant to the information technology project(s) assigned, including or supplemented by 9 semester credits in an acceptable course of study. Appointments to this Assignment Level will be made by the Technology Steering Committee through the Department of Information Technology and Telecommunications.
SPECIAL NOTE
Maximum tenure for all Assignment Levels in the title of College Aide is 6 years. No student shall be employed more than half-time in any week in which classes in which the student is enrolled are in session. Students may be employed full-time during their vacation periods.
Preferred Skills
- Technical Skills: Proficiency in Microsoft Office Suite, especially Excel, required with strong understanding of using Pivot Tables and Xlookups. - Familiarity in Python, R, or data visualization tools (Tableau, Power BI) are a plus. - Analytical Ability: Strong analytical skills with the ability to collect, organize, and analyze significant amounts of information.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
