Job Description
The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. Under the supervision of a Workforce Senior Program Manager, with latitude for independent decision making, the Program Manager will be responsible for monitoring a minimum of 15+ contracts and will perform the following duties:
- Monitor and assess Workforce Providers’ performance to ensure program administration and practices result in high quality services to youth;
- Provide program oversight, administration and guidance to ensure program administration and practices result in high quality services and fiscal accountability and they achieve contractual goals including but not limited to recruitment and retention; assessment and counseling; training; job development; counseling; partnerships and referral services; and administrative tasks such as data entry, attendance, timekeeping and payroll, monitoring, evaluation, program budgeting and file upkeep;
- Evaluate and assess direct services and case management supports provided to participants;
- Monitor participant progress and milestone completion - Maintain consistent communication with Workforce providers, tracking the initiative performance and providing guidance as a thought partner
- Utilize program monitoring and performance measuring tools to conduct field visits to assess program recruitment, case management and orientations as well as training, internship/employment sites to assess participant performance
- Compile, analyze, audit and process all program reports/data and timely documentation of participant performance, includes case management and payroll processing
- Supervise seasonal staff, distribute assignments, review and log/track monitoring reports
- Support workforce projects, events and tasks as needed
- Review program initial Budget and Monthly Invoice
- Work collaboratively across all DYCD workforce, youth and community development programs as well as with outside stakeholders and community-based organizations, and employers;
- Other projects and tasks as needed to support the Workforce unit and programs.
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
- Experience in and knowledge of workforce and occupational training skills development field preferred. - Excellent verbal and written communication skills. - Strong problem solving and analytical skills. - Enjoy working as a team member as well as independently. - Ability to multi-task and meet constricted deadlines designated by program requirements and needs. - Strong interpersonal skills resulting in exceptional rapport with people. - Computer literate with advance knowledge of Microsoft Office suits.. Bachelor Degree Preferred.
