Adult Protective Services (APS), is mandated by the State of New York to provide social, legal and protective services to individuals 18 years of age and older, who because of mental or physical impairment are unable to meet their essential needs for food, shelter clothing or medical care, secure benefits and entitlements or protect themselves from physical or mental injury, neglect, maltreatment, or financial exploitation; are in need of protection form actual or threatened harm, neglect or hazardous coordination; and have no one available who is willing and able to assist them responsibly.
Under supervision of the Director of Central Operations with broad latitude for independent judgment and initiative, the Director, DVPHA/DOPIS is responsible for directing, planning and coordinating comprehensive programs in the provision of a multitude of services such as social, rehabilitative, supportive, casework, income maintenance, psychiatric, medical and legal to a vulnerable demographic including individuals who are considered capable of maintaining themselves in the community.
APS is hiring an Administrative Director of Social Services (ADSS) NM 1 to function as the Director, DVPHA/DOPIS. The Director, DVPHA/DOPIS prepares and reviews statistical analyses to evaluate the provision of residential placement and services as well as oversees and directs a multi-faceted staff, who provide both for pre-discharge planning and after-discharge service, by communicating and interpreting social service policies, procedures and regulations for uniformity of interpretation and practice.
The Director, DVPHA/DOPIS will:
- Direct the daily operation, administration and management of two comprehensive programs designed to provide residential placement and supportive services to eligible clients.
- Oversee the implementation and maintains the DVPHA/DOPIS Provider- Resident tracking system which collects and collates demographic, medical, and psychiatric information regarding DVPHA and DOPIS clients and ensures the timely submission for the renewal of State licenses for providers, logs the placement of residents and updates the status of the provider and resident.
- Identify critical issues, management goals and improvement projects, which represent a cost savings to the City by preparing an annual Management Plan charting and monthly census reports identifying milestones and costs of staff, administration, total homes.
- Administer and confer with the FAS Office of Management Training Coordinator in the development of training curriculum for staff and in some instances leads in the presentation of interdisciplinary and informational seminars for staff or inter/intra agencies.
- Implement standard supervisory functions (i.e. staff evaluation, work assignment schedule, etc.); revise design for new and existing staff projects based on upper management program evaluations; authorize the availability of resource listings to be used by subordinate staff and provides after-hour emergency coverage to ensure availability of assistance to operators and clients.
- Prepare and review statistical analyses to evaluate services and implements new internal policies and procedures in response to deficiencies, changes in agency and unit policies, as per findings and upper-level management.
- Provide direction, guidance, and interpretation on those complex multi-situational cases as needed to ensure qualitative and quantitative service delivery; communicate, interpret policies and regulations to ensure compliance with social services policies, procedures, and regulations for uniformity of interpretation of practice.
- Ensure that appropriate recruitment efforts and community outreach are established and occurring to educate the community-at-large and gain the interest of persons to be placed as providers.
- Interface and maintain an on-going relationship with social services, mental retardation, mental hygiene, and health agencies such as the Office of Psychiatry and the Office of General Counsel/Legal Affairs to clarify specific issues, receive feedback, ensure the effectiveness of service delivery, and prioritize for clients’ needs.
- Represent the division at meetings with State and City social service agencies, mental health agencies and hospitals, etc. and evaluates their activities coordinated with DVPHA and DOPIS; prepares letters, memos, and reports in narrative form regarding complaints to the Mayor’s Office or the Office of the Commissioner concerning clients or adult homes.

1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or
2. Education and/or experience equivalent to "1" above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in "1" above.
