About HPD, the Office of Housing Access and Stability:
The New York City Department of Housing Preservation and Development (HPD) is the nation’s largest municipal housing preservation and development agency. Its mission is to promote quality housing and diverse, thriving neighborhoods for New Yorkers through loan and development programs for new affordable housing, preservation of the affordability of the existing housing stock, enforcement of housing quality standards, and educational programs for tenants and building owners.
Mission
- The Office of Housing Access and Stability ( “HAS”) consists of the divisions of Housing Opportunity, Tenant and Owner Resources, Housing Stability, Budget and Program Operations, and Program Policy and Innovation. The mission of the office is to ensure fair, efficient, and transparent access to affordable housing. The Office provides subsidies, placement services, and tools that connect New Yorkers to affordable housing and ensures vulnerable households in subsidized housing have the support they need to be safely housed. Housing Access is committed to expanding housing choices, affirmatively furthering fair housing, and stabilizing the financial health of buildings.
Structure:
The Division of Housing Opportunity administers the housing lottery and homeless placements programs and crafts policy and procedures to ensure that these programs offer equal opportunity to all applicants and affirmatively further fair housing.
The Division of Tenant and Owner Resources (DTOR) administers rental assistance programs including Section 8, Shelter Plus Care, and Moderate Rehabilitation, serving over 40,000 households and 9,000 landlords in all five boroughs.
The Division of Housing Stability administers and monitors project-based rental assistance contracts including CoC rental assistance, Section 8 Project Based Vouchers, and NY 15/15. The unit also administers contracts with service providers who help formerly homeless tenants and their landlords with the tools they need to successfully transition into affordable housing and maintain their tenancy.
The Division of Budget and Program Operations manages the budget, evaluates performance, and supports staffing and training needs of the office. The Division will also provide an additional layer of client focused tech support and business representation in tech projects.
The Division of Program Policy and Innovation will coordinate policy development and analysis across the office, support implementation of new HUD policies, oversee the selection of contracts for the project-based voucher program and improve outcomes for program participants through special programs.
Your Impact:
The Deputy Commissioner (DC), reporting directly to the First Deputy Commissioner, is a member of the agency’s senior management team. The DC defines, develops, and implements the vision and mission for the office, maintains open lines of communication with key stakeholders inside and outside of the agency, and manages all activities to achieve clear goals and objectives which are set and reported on in consultation with the Commissioner.
Your Role:
As the DC of HAS, you will lead a talented group of professionals and experts in helping to meet the goals and vision of Housing Our Neighbors: A Blueprint for Housing and Homelessness, and successfully administer lease-up through the housing lottery, homeless placements, rental assistance, and stabilization programs.
The work of HAS extends the impact of HPD’s affordable housing production by providing rental assistance and housing placement supports that assist qualifying New Yorkers with finding and maintaining affordable housing. Developers creating affordable housing are required to offer many types of units through an open lottery process on NYC Housing Connect and fill other units through placement processes for households in the City’s shelter system.
The Office’s rental assistance programs provide subsidies that help eligible low-income families rent decent, safe, and affordable housing in a neighborhood of their choice, while simultaneously underpinning the financing of HPD new construction and preservation programs. The office’s innovative programming also includes initiatives to support housing mobility, asset and skill building, as well as supportive services for tenants with special needs.
This is an exciting opportunity to lead one of the largest voucher programs in the country and to be empowered to streamline policies and install creative solutions that ramp up housing placements and improve the customer experience in rental assistance programs.
Your Responsibilities:
- Managing a senior team comprised of an Associate Commissioner and 5 Assistant Commissioners, who collectively oversee more than 400 staff.
- Defining and operationalizing priorities in collaboration with the First Deputy Commissioner and Commissioner, working in tandem with fellow Deputy Commissioners from other subject areas, and collaborating with your counterparts at other City, State and Federal agencies.
- Helping to strategize the agency’s approach to executing on the goals and objectives of the Deputy Mayor for Housing, Economic Development, and Workforce Development and other housing and social service-centric agencies which include but may not be limited to the New York City Housing Development Corporation, New York City Housing Authority, New York City Department of Social Services, New York State Housing and Community Renewal, and others.
- Driving innovations in policy, operations, technology, and legislation, in order to improve program outcomes, and positively impact the efficiency, development, and morale of our constituents and our staff.
- Ensuring a thorough management plan is in place, so that long-term workplans for each division have the resources to support them, and that day-to-day operations are adequately administered.
- Representing HPD interests with municipal partners, interagency policymaking initiatives, and in meetings with elected officials, exercising substantial independent judgment and providing direction and advice to the broader agency.
- Building and sustaining external partnerships especially in the advocacy community and at all levels of government to help advance the office, the agency’s, and the Administration’s objectives.
- A Masters degree in one or more of the following: Public Administration, Public Policy, Social Work, Urban Planning, or Business Administration.
- Experience: Minimum 7 years in housing related field such as nonprofit management, public policy, or urban planning with a minimum of twelve (12) months in a managerial capacity.
- Experience with federal housing programs a plus.
- Exceptional team- and project-management skills, including ability to execute. Proven ability to: manage multiple teams and complex projects with various internal and external stakeholders receive direction and anticipate next steps think through, communicate, document, organize, and execute on project goals and keep other team members informed, motivated, and on schedule advocate for resources manage up, down, and across teams. Attentive to detail, organized, and able to follow through. - Subject-matter expertise. Thorough demonstrated knowledge of New York City government and affordable housing and federal housing programs understanding of real estate finance and development principles experience working in rental subsidy and homelessness services, urban studies, social work, public administration, public policy, real estate or a related field. - Outstanding communication skills. Extremely strong written, verbal, and presentation skills. Proven ability to produce and present high-quality materials in a variety of formats for internal and external audiences. - Strong analytical skills. Ability to work with, understand, analyze, and communicate qualitative and quantitative information in a variety of formats. - Good judgment. Ability to analyze a situation, understand what is needed, understand when additional input is needed, flag or resolve issues as necessary, and escalate when appropriate. - Collaborative and creative spirit.
