The Office of Human Resources at Department of Youth and Community Development is seeking to hire an Assistant Director of Payroll & Timekeeping who will oversee all agency payroll and Timekeeping functions using PMS, City Time, NYCAPS and CHRMS. This position analyzes and understands the activities being performed with respect to payroll and Timekeeping and NYC agency policy for over 600 employees.
The Assistant Director will be responsible for ensuring that all employees receive accurate and on time Bi-Weekly Paychecks. This position works in conjunction with the agency’s Timekeeping Department staff to assure that employees are paid accurately and on time.
This job is very critical and essential for the day-to-day Payroll operations, without this position agency can't function and employees will not get paid.
Some of the responsibilities:
- Payroll day-to-day activities, Timekeeping day-to-day activities.
- Preparing the “Summary of Payroll” form and supporting PMS documents and email to DCAS and OPA to release the payroll.
- Responsible for stop payments due to incorrect check and return of unclaimed checks.
- Assist in the process of collective bargaining agreement increases (longevity differentials, service increments, and recurring increments, etc.) for all Unions, Original Jurisdictions and MPO’s for
managerial employees.
- Responsible for sorting and distribution of the Agency payroll.
- Review salary history to determine if two-year incumbent, longevity, differential, incremental payments are to be paid.
- Performs miscellaneous tasks as assigned by the Director of Payroll & Timekeeping including, but not limited to, conducting research, responding to employee inquiries, working on special
projects
- Serving as an Agency’ Liaison for voluntary deductions including commuter benefits and coordinating the Direct Deposit enrollment/cancellation. Respond DCAS for Unemployment Insurance
claims in a timely manner. Liaison for Paid Family Leave benefit.
- Utilizes CHRMS to provide reports to management and other units on timekeeping and payroll as needed.
- Prepare managerial lump sums payments (MLSP) for Comptroller audit.
- Generate confidential reports from New York City Personnel databases including NYCAPS,CHRMS, and PMS.
- Perform Employment Verifications received from different entities in a timely manner. Perform specific projects as requested by the Assistant Commissioner for Human Resources.
- Assist Timekeeping related functions.
- Additional duties as assigned.
1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1" above.
Working knowledge of Payroll Management System (PMS) , RMDS, CHRMS, NYCAPS, City Time, PRISE and MS Office. Excellent written and oral communication skills are essential.
