THIS POSITION IS OPEN TO EMPLOYEES CURRENTLY SERVING IN THE PERMANENT CIVIL SERVICE TITLE OF CHILD WELFARE SPECIALIST.
**THE SELECTED CANDIDATE WILL BE OFFERED A SALARY OF $56,821**
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.
The Division of Child Protection (DCP) is charged with investigating all allegations of child abuse and maltreatment that the City receives from the New York Statewide Central Register of Child Abuse and Maltreatment. The Division of Child Protection encompasses Child Protective and Placement Services. Child Protective Services include the Child Protective Borough Offices, Family Preservation and Family Services Unit, Emergency Children’s Services (ECS), and the Office of Special Investigations (OSI).
DCP’s Applications Units are responsible for thoroughly researching and evaluating the prior history of the family, and for documenting the information findings to assist the investigating child protective staff for an accurate assessment of the family function and child safety. Applications Units must promptly assign each case for PD investigation after promptly completing clearances. Applications Units also conduct further research by performing clearances in numerous systems, including legal, educational, and welfare databases, to gather and document prior investigative and service history of the family. Applications Units consider any “high priority” or “specialized” intake report characteristics, including flags for domestic violence, mental health, and substance abuse. Under the administrative direction of the Child Welfare Specialist Supervisor, the Child Welfare Specialist/ Applications Worker will be responsible for intake reports of alleged child abuse or neglect.
The Applications Worker will have the following responsibilities:
- Thoroughly researching and evaluating the prior history of the family.
- Document the information they find to assist the investigating child protective staff with information for a more accurate assessment of the family function and child safety.
- Promptly assign each case for Protective/ Diagnostic (PD) investigation, after promptly completing clearances.
- Research and evaluate prior family history by performing clearances in numerous systems, including legal when applicable, educational, welfare databases; internal data bases such as Automated Case Record System, Statewide databases, and Connections to gather and document prior investigative and service history of the family.
- Consider any “high priority” or “specialized” intake report characteristics, including flags for domestic violence, mental health, substance abuse, police involvement, shelter residency, fatality and media.
- Document the information found through clearances and research in CNNX progress notes, as per the agency’s guidelines, and prepare case jackets and informational materials to be submitted to the PD Unit for investigation.
- Annotate case assignment on the ECS Applications Assignment Log and subsequently distribute to the ECS supervisory body and managerial team.
- Prepare the ECS Removal Log and the ECS Priority Log to be distributed to the Borough Offices daily.
The preferred candidate should possess the following:
- Excellent communications skills.
- Ability to deal tactfully and effectively with diverse constituencies.
- Familiarity working with NYC’s diverse communities.
- Knowledge of the NY State Connections comprehensive case management system, or other automated child welfare systems.
- Bilingual ability to communicate clearly in Spanish or other languages is considered a plus for this position.

1. A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in one or a combination of the following fields: social work, psychology, sociology, human services, criminal justice, education (including early childhood), nursing, or cultural anthropology, with at least 12 of these credits in one discipline.
Requirements for Assignment Level II
a. Upon satisfactory completion of six months of training and experience at Assignment Level I, an employee shall be assigned to Assignment Level II.
b. Upon completion of one year of satisfactory experience at Assignment Level II of Child Welfare Specialist and satisfactory completion of the probationary period an employee shall receive no less than the minimum salary after 18 months in title.
c. To be appointed directly to Assignment Level II, a candidate must have, in addition to meeting the minimum qualification requirements set forth above, one year of satisfactory child welfare casework experience.
