DCWP is looking for an experienced and highly motivated procurement manager to serve as its Agency Chief Contracting Officer (ACCO). The selected candidate will be reporting to the Deputy Commissioner of Administration. Specific responsibilities include but are not limited to:

Oversee the Procurement Unit:

- Supervising staff overseeing the procurement of Department of Consumer and Worker Protection services;

- Overseeing all aspects of procurement management required to maintain DCWP’s roster of active contracts;

- Oversee contracts from their inception through registration and subsequent payment which include: reviewing proposals and negotiating adequate deliverables, contract drafting, identifying and facilitating the resolution of contract and procurement issues; performing amendments, renewals and re-solicitations as needed; completing tasks for each procurement action; preparing and approving requisitions and encumbrances in the Financial Management System;

- Draft, review or edit procurement solicitations, including but not limited to, Request for Proposals, Negotiated Acquisitions and Small Purchases;

- Managing Contract Requests within the agency’s internal finance/procurement application and the citywide PASSPort system;

- Drafting procurement documents. Reviewing contract specifications to ensure conformity to agency’s requirements and City mandates;

- Prepare documentation in response to FOIL requests in compliance with State mandates;

- Attend ACCO meetings and update Senior Management and colleagues on new developments and policies which affect our contracts;

- Performing all activities associated with Requests for Proposals (RFP’s) and Invitations for Bids (IFB) to procure major contracts for core agency services;

- Work with the General Counsel’s office on contract drafting, review and administration;

- Analyzing existing procurement processes to determine the potential for efficiency improvements;

- Enforcing and monitoring compliance with requirements of the Minority and Women-owned Business Enterprise Development Program, Citywide Insurance requirements for vendors, and contractor performance evaluations by contract managers; and

- Work with DCA programs and divisions along with external stakeholders, such as the Mayor’s Fund, Department of Citywide Administration Services (DCAS) to procure goods and services;

- Additional duties as needed


Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.

Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.

Preferred Skills The ideal candidate will have demonstrated success managing the financial operations of a comparable City agency, or similar organization, and will have exhibited: - Strong management and leadership skills - Supervisory experience - Strong knowledge of the City’s Procurement Policy Board rules and the City’s procurement systems - Excellent knowledge with MS Suite applications - Experience managing complex procurements from start to completion - Ability to adapt to a fluid work environment with changing needs and priorities - Strong analytical and negotiation skills - Strong organizational skills - Effective, clear and persuasive oral and written communications.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
